  15. SUBJECT: OPS - Familiarization and the EOC

  17.      In an emergency the fire chief, police chief and mayor don't
  18. go to a home and run things from there, but to the emergency
  19. operations center or designated command post. 
  20.      So it is with communications reserve participants. They are
  21. expected to go to the government's communications facility and to
  22. other locations that need such support. A home based station is
  23. of little use in those situations.
  24.      Going to the place where they will be functioning helps
  25. familiarize them with not only the equipment, but the place and
  26. the people. If they participate only once in a while they really
  27. don't understand their role and relationship to the agency. They
  28. need help in understanding how regular participation is indeed a
  29. joint recognition of their worth. After all, if they don't come
  30. in regularly to help as help is needed, how can they get to know
  31. us; or we, them?
  32.      Familiarization has many facets, from learning to use
  33. equipment, to what systems do what, to discovering a radio that
  34. interferes with the telephone system, or a computer that doesn't
  35. work, or a secretary who doesn't know their name; or an agency
  36. person who doesn't know there is a RACES unit. Or an Amateur who
  37. is an unrepresentative example of those who DO participate on a
  38. professional level. 
  39.      Communications reserve participants need to become a
  40. familiar face at the emergency response agency. Help them tackle
  41. needed tasks and prove worth - NOW - long before it is needed.
  42. Then, when it is needed there will be mutual benefits that all
  43. will share. Yes, this may take a change of attitude to
  44. accomplish, but humans have that characteristic: we can change!
